La diffusione dell’epidemia COVID-19 ha completamente cambiato la vita di ogni essere umano. Con le disposizioni imposte dai governi per fermare la pandemia, il mondo del lavoro sta vivendo un momento di drastica rivoluzione. Aziende pubbliche e private si vedono costrette a cambiare la propria cultura organizzativa andando incontro ad una trasformazione digitale. La sopravvivenza dell’economia globale è stata supportata dall’utilizzo estensivo di una nuova filosofia manageriale lo Smart Working. Questa nuova modalità di lavoro abbatte letteralmente le barriere dei tradizionali uffici permettendo ai lavoratori di svolgere la propria attività professionale in ogni momento e in qualsiasi luogo preferiscano. La prima parte di questa tesi è interamente dedicata all’analisi di questo concetto multidimensionale, con particolare riferimento alla sua evoluzione, ai suoi vantaggi e svantaggi e alla sua diffusione nel mondo. La differenza nella diffusione di queste pratiche tra settore privato e settore pubblico è sempre stata notevole. Mentre il settore privato si è evoluto nel corso del tempo, il settore pubblico si muove con passo più lento. Nonostante le rigide strutture burocratiche alla base dei sistemi di workforce, le aziende pubbliche stanno cercando di seguire il sentiero intrapreso dalle organizzazioni private guidate da uno spirito innovativo tecnologico. Ma cosa si sa realmente degli effetti dello Smart Working sulla vita dei lavoratori? Diversi studi hanno esplorato questo campo di ricerca nel settore privato. Il settore pubblico è invece un ambito meno esplorato e questa tesi si pone l’obbiettivo di provare a colmare questa lacuna. Dividendo l’analisi in due sotto campion “lavoratori da remoto privati” e “lavoratori da remoto pubblici” è possibili analizzare eventuali similarità e differenze fra i due gruppi. L’analisi è svolta utilizzando dati della sesta Indagine Europea sulle condizioni di lavoro (EWCS 2015). In generale i risultati della ricerca confermano l’esistenza di vantaggi e svantaggi collegati all’utilizzo di pratiche di Smart Working. Mentre nel settore privato si osserva una generale influenza positiva, i risultati mostrano una predominante relazione negativa tra gli indicatori di Smart Working e il benessere dei lavoratori pubblici.

Abstract
The spread of the Corona Virus Pandemic has completely changed the life of every human being. The world of work is experiencing a drastic revolution mainly due to the dispositions imposed by governments to stop the epidemy. Changes in the organizational culture of private and public organizations are required in order to abandon hold business schemes and embrace digital transformation. The survival of the global economy has been supported by an extensive use of a new managerial philosophy “Smart Working”. This New Way of Work literally breaks down the physical barriers of the office enabling employees to work at any time from everywhere. In order to better understand the multidimensional concept of Smart working, the first part of this thesis is entirely dedicated to the analysis of its evolution, benefits and drawbacks as well as its diffusion in the world.
Differences in the diffusion of Smart Working practices have always been particularly remarkable between the private and the public sector. While much of the private sector has transformed over the past two decades, the public sector moves at a slower pace. Despite the rigid bureaucratic structures underlying the Government workforce systems, public organizations are trying to follow the new paths undertaken by modern technology-driven organizations. But what is really known about the effects of flexible working practices on the working life of employees?
In order to answer to this main research question, my study is focused on the impact of Smart Working on the key research areas of well-being composed by 3 different dimensions: work-life balance, health and stress. Several studies explore the relationship between Smart Working and the well-being of employees working in the private sector. Public Administrations are a less explored field, and this thesis aims at filling this knowledge gap. Splitting the analysis into two different subsamples “private remote workers” and “public remote workers” is possible to analyse similarities and differences among the two groups. The analysis is conducted using data contained in the 6th European Working Conditions Survey (EWCS 2015) . Overall, the findings of this research confirmed the existence of both benefits and drawbacks related to the use of smart working configurations. While in the private subsample a general positive impact is observed, results show a predominant negative relationship between smart working practices and the well-being of public employees.
