The fantastic development of China is a subject on everyone's lips today. Although the most important news concerns developments in innovation, the importance of citizens' wellbeing can not be underestimated, as the most populous state on the planet underestimates this area would be a great risk for China, which wants to achieve high-sounding objectives concerning Social Welfare within a few years. Because, even though it has undergone years of very important growth, China remains a State with many problems concerning Social Welfare, for example it is a very unbalanced state at the regional level and with a very low GDP per capita compared to other developed countries, and since China has the goal of shift from middle-to high-income state status, it must to pay attention to these problems. Furthermore, Chinese population aged 65 and over is increasing inexorably at the expense of working-age citizens and their weight of social security rests on workers. Also the basic social services must to be improved decisively, like education and healthcare, moreover, the shortage of highly skilled workers is becoming increasingly important and the rights reserved for holders of different household registration systems are very discriminatory. President Xi Jinping with the Chinese Government is used to set goals to be achieved by awarding them titles that guarantee a strong emphasis and involvement of the population. This work refers precisely to one of them, namely the famous achievement of a Moderately Prosperous Society in All Respects. The thirteenth five-year plan runs exactly in the most important years for its achievement, which must be 2021, and it is very interesting to analyze how China in recent years has increased efforts in this direction even considering the shrinking of the dizzying economic growth of the last years. To be able to build a Moderately Prosperous Society in All Respects different areas need to be improved, this work focuses on one of them, the Inclusive growth. The first chapter analyzes the theory and the existing literature concerning the thirteenth Chinese five-year plan and the notions concerning the Moderately Prosperous Society, followed in the second chapter the thesis will focus on the inclusive growth and on how a strong improvement of Social Welfare will lead to the goal so desired by Chinese President Xi Jinping. With regard to Social Welfare, the sub-chapters will be based on the objectives set in the thirteenth five-year plan and will therefore cover the Raise of the Standard of Living and Inequalities, the Demographic Aging and Overhauling the Pension Model, the Reform the Household Registration System, and the Development of Education and Healthy China. At the end of this work, it will be possible to understand whether China will be able to achieve this desired goal by 2021.
