This thesis is the result of the work done with the municipality of Modena, the Voluntary Association Porta Aperta and AESS, as part of the project U.N.I.R.E, with the ultimate goal of understanding how widespread energy poverty is in Modena. To get the final result is necessary to understand the importance for families to be able to access an adequate level of energy consumption, in order to reach a minimum standard of living. Energy poverty is the condition for a person not being able to afford a minimum basket of energy goods or the circumstance that the access to energy services implies a greater distraction of resources than socially acceptable. The theme of energy poverty is important to study since a basic level of energy consumption is essential for every family to meet what are basic needs such as heating the house, turn on the light, cooking, but also for those modern needs such as charging the phone or use a computer, a tv. One of the problem is that the costs of energy are rising, due to the post-covid economic recovery and especially the Russian invasion of Ukraine, so for the families to have a minimum heating level necessary not to compromise one’s health is slowly becoming a greater bargain to substain. The inflation thus generated has worsened the situation of low-income households, reducing the value of savings and purchasing power, poorest families are the ones that are suffering more from the rise in prices. This study plan to verify the situation in Italy firstly in 2021 throughout the country and in the north. It will then investigate how widespread is energy poverty among poor families of Modena, in particular those who are assisted by the services of the Emporium of Portobello. Finally, there is a focus on how the situation evolved in 2022, with the outbreak of the Russian Ukrainian war and inflation due to the post-covid 19 restart.
