Culture has been recognized as a tool of development since the 1980s and nowadays its economic potential has been emphasized because of the rise of both the creative economy and the cultural and creative industries. Considered a key dimension of local and national policies, it has played an increasing role within the European Union over the years. Following a brief review of urban policies concerning culture and creativity and an analysis of the different approaches towards the cultural sector within countries of the European Union, this thesis studies the evolution of European cultural policies and in particular it focuses on the European Capital of Culture initiative. Established in 1985, the European Capital of Culture could be considered a large-scale cultural event and it has become one of the most desired awards for cities of the European Member States. It has been subjected to several reforms and the legislative framework has changed, converting an event born to highlight particular aspects of the culture of a city or a region, to an opportunity of sustainable development for the cities involved under an economic, cultural and social point of view. This study compares the experiences of Liverpool and Turku as Capitals of Culture underlying the deep commitment of both the cities to the enhancement of creativity and creative industries.
